Detailed Description
Like a Low Hand to Hand press, but one arm at a time.  Instead of the base pushing with one hand they push up with one and keep the other with the elbow on the ground.  After the first arm is straightened the second arm presses up so that both are extended.

This is much more challenging on the flyer as they need to maintain their handstand shape while one of their arms bends.
