Usage of the term varies greatly, but from where we stand a tick tock is moving from inside side star on one foot to inside side star on the other foot.

By far the most common way to do that is to transition through straddle bat. It is so common that when people say tick-tock they usually mean straddle bat tick-tock.

So what's the difference between this and the Acro Yoga Cartwheel?  Not much.  Cartwheel starts from the ground and often ends on the ground, but also goes through side star and straddle bat.  Tick tocks don't specify how you got there, just that you can go back and forth.  Usually they are learned together.
